This proposal replaces proposal 81/82. 81 had an incorrect upgrade handler. 82 did not correctly account for the high block variance in the agoric network and would likely have the upgrade occur before the governance proposal is passed. Please vote no on proposal 81/82. This proposal if voted will upgrade the chain to agoric-upgrade-18-mainnet
